Finance Committee

Terms of Reference

The Finance Committee is entrusted:

1.    to oversee the preparation of the annual financial reports, to make recommendations to Governing Board regarding important financial rules and regulations of the University and approve the other financial management policies and procedures of the University, and to monitor their effectiveness in accordance with the laws and regulations of the People’s Republic of China, the University’s Articles of Association and Cooperative Education Agreement (CEA).

2.    to advise the Governing Board of the financial implications of the University's strategic and operational plans;

3.    to advise and recommend to Governing Board the financial strategy for the University's long-term development;

4.    to recommend to Governing Board the annual budget of the University; and

5.    to consider and execute any other financial matters referred to the Committee by the Governing Board.

Notes:
a.    The Committee should receive for information the annual financial statements reviewed by the University's auditors.
b.    To enhance communication between the Finance Committee and the Audit Committee for matters relevant to both Committees, cross-membership between the committees is recommended.
