He has previously served as Director of the Office of the Academic Degrees Committee of the State Council, Director-General of the Department of Degree Management and Graduate Education at the Ministry of Education, President of Zhejiang University, and Director of the National Natural Science Foundation of China. He has made outstanding contributions in scientific research, higher education governance, and research management.
